Hi Jennifer A good experienced painter and decorator should easily be able to strip the damaged ceiling area( plaster it and reskim it ) then repaint it .

My livingroom wall was damaged by a leaking chimney breast. The leak is fixed but my wall and ceiling has stains and bubbling. Who should i hire to fix this?

would only need decorator has ceiling paint will bubble with mount water on it and for paint stain you can get paint to block stains coming throw again
