Use a water based undercoat and then a water based top gloss coat and if it can be managed a light sanding between coats with something like 120 grade good luck Tony
Bonding Primer

We have mistakenly used an oil-based bonding primer on bare wood. The tin says 'only to be used under emulsion paint'. It has dried and covered well but can we use a water-based gloss paint over it or what do we have to do to rectify the situation. We are a church group of elderly people and couldn't do a lot of rubbing down or afford much expense.

Hi just use a water based undercoat on top then water based gloss making sure to sand down after each coat
