Hi Ms June, It's never a good idea to pay in advance for work to be done and I would consider getting some other quotes if a trades person or company is asking for full payment in advance. It is reasonable to pay in instalments as the work progresses and also to pay for the materials once they are purchased if they are a significant cost. Always try and retain 10 to 20% of the price until the work is completed to your satisfaction. A rewire is notifiable to your local council building control office. A Part P registered electrician will take care of this and will also provide you with an Electrical Installation Certificate
